What is the Digital Land Bank?

The Digital Land Bank is a public online platform that enables Transfer of Development Rights procedures to be carried out digitally and transparently, without the need to visit public offices.

Who can use the platform?

The platform can be used by property owners and holders of Transfer of Development Rights titles, Certified Engineers acting on behalf of owners, and authorised representatives of the Technical Chamber of Greece, the Ministry of Environment and Energy, Municipalities, and the Green Fund. Available functions depend on the role of each user.

How does an application start?

The process is initiated by a Certified Engineer acting on behalf of the owner. The engineer creates the application on the platform and registers the required basic information, such as owner details, property details or title details, and any other information necessary for the process. The owner is then notified in order to review and confirm the details, provide consent where required, and complete any steps related to the financial settlement of the transaction. From that point onward, the process continues fully digitally until completion.

Can I submit an application without a Certified Engineer?

No. The registration and submission of the application is carried out exclusively by a Certified Engineer, in order to ensure its validity.

Can I sell part of a Transfer of Development Rights title?

Yes. Partial transfer of a Transfer of Development Rights title is possible. The process is carried out through the platform, following the prescribed steps.

When can I sell Transfer of Development Rights?

You may sell Transfer of Development Rights when your property is subject to restrictions or protection measures and, for that reason, you cannot use the development rights that correspond to it, for example when 

  • a part of the property is reserved for public use
  • the building is listed or specific building restrictions have been imposed the building has been designated as a monument
  • the property is located within an archaeological site or a historic area where development is restricted or prohibited 

The process is carried out digitally through the platform, following the prescribed stages.

When can I buy Transfer of Development Rights?

You may buy Transfer of Development Rights when the receiving property meets the applicable requirements, for example when it is located within a designated TDR Receiving Zone or within a Special Plan for the Spatial Development of Public Real Estate area, as well as in the case of a Category 5 unauthorised building, in accordance with the applicable framework. The process is carried out digitally through the platform, following the prescribed stages.

How is an application handled when the owner is a legal entity?

In this case, the application is created by a Certified Engineer on behalf of the legal entity. The authorised legal representative then logs into the platform and is requested to prove the legality of representation by uploading the required supporting documents. The representative can then access the existing application in order to provide consent and complete any steps related to the financial settlement of the transaction.

What happens in the case of Judicial Support?

In cases of Judicial Support, the application is created by a Certified Engineer on behalf of the owner. The Judicial Guardian then logs into the platform, accesses the existing application in order to provide consent and complete any steps related to the financial settlement of the transaction, declares their capacity, and uploads the supporting documents required for judicial support.

What supporting documents are required?

The required supporting documents depend on the type of procedure and the user role. The platform informs you at each stage about the documents that must be submitted. 
For example:

  • For an application related to offering TDR, the Transfer of Development Rights title reference, proof of registration, and, where applicable, a restoration study for listed buildings are required
  • For an application submitted on behalf of a legal entity, documents proving legal representation are required
  • For an application submitted in the context of Judicial Support, the court decision appointing the guardian and the relevant court authorisation are required
Will I need to visit a government office?

If the required supporting documents have been collected, physical presence is not required, as the process is carried out exclusively digitally through the platform.

How can I track the progress of my application?

You can monitor the progress of your application through the platform, where all stages and required actions are displayed.

 

How will I be notified about actions required from me?

The platform notifies you in a timely manner when an action is required, using your contact details as registered in the National Contact Register (NCR).

What if I do not receive a notification?

Notifications are sent through the platform using the contact details registered in NCR. If you do not receive a notification, please check that your details are correct and up to date and check your email spam folder. You can also monitor the progress of your application directly through the platform or contact Digital Land Bank support for assistance.

What if some of the information I provided is not correct?

If the application is still in temporary storage, the Certified Engineer can update the information at any stage before final submission. After final submission, the information cannot be modified.

Can I correct information after submitting the application?

Correction or modification is possible only up to the temporary storage stage. Once the application has been submitted, the information cannot be modified.

What happens if a co owner does not consent?

If co owner consent is required, the process proceeds only if unanimous consent is provided. If the required consent is not given by all co owners within seven calendar days, or if any co owner rejects the consent within seven calendar days, the application is cancelled.

Can I submit a new application if the previous one has been cancelled?

Yes. In case of cancellation, you can submit a new application by following the process again through the platform, after making the necessary corrections.

What if a technical issue occurs during the application process?

If you encounter a technical issue while using the platform, please try repeating the action after a short period of time. If the issue persists, you can contact the platform support team, describe the issue, and, where possible, attach a relevant screenshot. Support will review your request and guide you through the resolution process.

How are payments made?

Payments are completed electronically through the platform in a secure and reliable manner by following the steps displayed during the process. In some cases, completion of the transaction may be carried out through your bank.

What happens if I make a mistake in the bank account during the payment process?

If an error occurs during the payment process, the transaction will not be completed, and you will have the opportunity to retry it by following the relevant steps. Your application will remain active until the payment is successfully completed.

How can I get help?

For issues related to platform operation or technical problems, you may contact the platform support team. For issues related to completing the application, required supporting documents, or the progress of the process, you may contact the Certified Engineer responsible for creating and submitting the application.

I am an engineer. What do I need to log in to the Digital Land Bank?

Active engineers have access to the Digital Land Bank, provided they meet all of the following requirements:

  1. they belong to one of the following specialties:
    • Civil Engineer,
    • Architectural Engineer,
    • Agricultural and Surveying Engineer,
    • Urban Planner,
  2. hold active TEE access codes,
  3. have registered their email address in the National Communication Registry (EMEP) .
I am an individual and holder of a title for transfer of development rights. What do I need to log in to the Digital Land Bank?

Private individuals have access to the Digital Land Bank provided they cumulatively meet the following conditions:

  1. they possess personal codes—credentials from the General Secretariat for Public Works and Spatial Planning (TAXISnet codes),
  2. have registered their email address in the National Communication Registry (EMEP) 
I am a public sector employee. What do I need to access the Digital Land Bank?

Public sector employees are granted access to the Digital Land Bank, provided that they cumulatively meet the following requirements:

  1. they work for one of the following public agencies
    • Ministry of Environment and Energy,
    • Green Fund,
  2. they have active public administration codes,
  3. have registered their email address in the "Public Administration Codes" application .
  4. have been authorized by their employer to access the Digital Land Bank through the “Public Administration Horizontal Information Systems User Authorization Service” .
