About the Digital Land Bank (DLB)
The Digital Land Bank (DLB) is the official digital platform for the implementation of the Transfer of Development Rights (TDR) framework. Through the DLB, the electronic registration, monitoring, and management of TDR Titles are supported, as well as their utilization on receiving properties within the legally designated Receiving Zones (RZ).
In this way, a unified and reliable environment is established for the practical activation of the TDR mechanism, contributing to the proper, consistent, and transparent application of the institutional framework at a nationwide level.
At the same time, the Digital Land Bank (DLB) operates as a reliable matching and clearing mechanism for transactions related to TDR Titles, supporting their organized and unified utilization on receiving properties. Through this process, it helps reduce administrative and transaction costs and enhances transparency, legal certainty, and confidence in the use of development rights.
The development and operation of the Digital Land Bank are carried out by the Technical Chamber of Greece (TCG), under the authority and supervision of the Ministry of Environment and Energy (MoEE), with the aim of effectively supporting public policy for the built environment and spatial planning.
The purpose of the Digital Land Bank is to establish a modern, unified, and fully digital mechanism that ensures the legal, transparent, and effective implementation of the Transfer of Development Rights at the national level. Its operation creates a reliable and organized environment for the management and utilization of Transfer of Development Rights Titles, activates inactive rights, and supports the fair restoration of beneficiaries.
At the same time, the Digital Land Bank actively contributes to balanced spatial and urban development, strengthens the protection of the built and natural environment, and promotes the sustainable upgrading of the urban environment, in collaboration with the relevant public bodies, such as the Green Fund.
The main objectives are the rational distribution of development rights and the gradual decongestion of urban-planning-burdened areas through the organized Transfer of Development Rights to established Transfer of Development Rights Receiving Zones (ZYS) and in areas where Special Plans for the Special Spatial Development Plans for Public Real Estate (ESCHADA) are implemented.
The main objectives are to protect cultural heritage and the natural environment by supporting the restoration of preserved buildings and promoting the sustainable and balanced development of the urban environment.

The operation of the Digital Land Bank is established by Law 4759/2020, as in force, which introduces a modern framework for the modernization of spatial and urban planning legislation and defines the digital implementation of the Transfer of Development Rights mechanism.
In this context, the Digital Land Bank is the central information system through which the recording, management and utilization of Transfer of Development Rights Titles are carried out, ensuring transparency, legality, and legal certainty in the operation of the mechanism. At the same time, it supports the implementation of urban planning and environmental restoration actions, in accordance with the applicable institutional and regulatory framework.
